discussion event to be held
on 14th July will focus on the factors for Goa's population growth. The discussion is being organised to
observe
World Population Day and to promote
discussion
on the factors for
Goa's population growth.
Goa is known to be the smallest state
of the country
and therefore there are many
assumptions about its
population size and
growth.
The last population census was held in
March 2001 and as per
the final results released by the
Registrar General of India
the population of Goa is
13,47,668.
In Goa, the erstwhile Portuguese
administration was reported to be
conducting population census since 1850
and the last census was
conducted in 1960. From 1971 the
population count has been as
per the Indian pattern of decadal
census and as such 4 population
censuses have been conducted in 1971,
1981, 1991 and 2001.
The Economic Survey 2004-05 states that
Goa has entered the
third stage of demographic transition
and the State has reached
the level of replacement in population
control in the 1990's and
the recent estimate of Total Fertility
Rate of Goa is 1.77. The State
has a very low birth rate, death rate
and infant mortality rate.
It further states that
the population of Goa in 2050 is likely to be
26.72 lakh as against 13.48 lakh in
2001 and this projection is done
as per geometric progression
method and based on the principle
that Population Begets Population.
Population addition to any
region comprises natural increase and
net migration and so the
figures for 2050 is based on the
assumption that there may be no
significant change in natural growth
and net migration during
2001 and 2050.
Among the factors for
Goa's population growth that are constantly
highlighted are migration and family
planning. If family planning has
resulted in a low birth rate and
there is a constant influx of migrants
then to what extent are these
factors crucial to the discussion ?
Some say density of population per sq.
kms also needs to be
considered in any population growth
analysis and therefore needs
to be calculated based on the land
available to accommodate them
and accordingly one could see an
increase in Goa from 399 persons
in 1960 to 982 in 2005.
Is the development model adopted for
Goa, the cause for the growth
in population ? Is the Master Plan
syndrome and the over emphasis on
mega projects the cause of the influx
of migrants ? Is it the kind of
industries being set up in Goa where in
once the tax holiday and
backward area subsidies run dry there
is a flight of capital on the
one hand and a settling down of
the migrant work force on the other ?
To what extent has tourism contributed
to the growth in population ?
Has the lack of Govt. incentives to
agriculture and other traditional
occupations fuelled outbound migration
in the search for jobs ?
To what extent has this migration
impacted population growth ?
Is the present direction of Goa
following a target free approach
in family welfare programmes sponsored
by the Govt. of India
going to change family planning
practices in the State ?
Is the poor sex ratio, the increase in
sex determination tests
and the poor implementation of the PNDT
Act in Goa, factors
that need to be considered
?
The Balcao discussion will cover these questions and also evolve an agenda for action by citizens on the issue.
