You could use satelnet.  Have it log into the SA server and issue a "STATUS" command.  It will get a current status of all entries, and on the very last line SA will tell if it's "RUNNING" or "STOPPED".  You can have satelnet trigger on RUNNING.  Might want to verify the exact words used, but that process should work.
