I am monitoring several pieces of Exchange. The best test that email is flowing is to use either the MAPI external check or the smtp/pop3 check. I have a dedicated email account on each server and setup smtp/pop3 checks to verify that I can send mail from any inbound SMTP server to any server in my organization.
Checking the services is good for troubleshooting but the users don't care if the MSExchange IMS service is running if they can't get mail. So I always try to test what the user would 'test' before saying something is down. Hope this helps.
