This means that the perfmon list should work towards system 1 and 3
WITHOUT giving another username/password IF the user running SA is that
same as the user doing the NET VIEW
Towards system 2 you'll need authentication.  Now if this fails (even if
you give a username/password) then check on the remote system (security
part of the eventlog normaly) what user tries to authenticated and check
if that user has admin rights.
