I turned on full logging. The log shows the down message being sent and
then when the system comes back up, but no message being sent out saying
it's back up.

Are you using full logging?
If so then the UP should be visible in the logfile too

I am having a little different problem, it will not alert us (team or
individual) when the system is back up. I have the box checked to send
when back up. Any ideas?
