Is SA running on the same system or on a remote system?
If on a remote system then make sure that you can do a
NET VIEW (from that remote system towards the system you're
checking).

The service is defintly running... On my webserver, I accidentally turned
off too many services because someone hacked into my system. The webserver
and mysql is running correctly, but servers alive does not see it.
