As for the modems, we use a Tornado usb-modem and don't have any trouble with sending SMS. We are currently testing the time it takes to send/receive the sms. I don't like to be dependent on the Internet line being available. All these settings would be country / provider specific. As for the modems, I found that the cheaper and older modems worked better, but it's still trial and error :-).
