I'm not sure if this helps your case but I have a large number of alerts that when they alert they will every other check schedule unless they are fixed or put into maintenance, if an engineer receives more than 2 he will respond, what happens if you set yours for this and the one engineer puts the down into maintenance then the alert will stop, if the other engineers don't receive an alert after say 30 mins after the initial 2 downs then either it's been fixed or put in maintenance, I presume you have a log when an engineer does some work so all the other engineers can look to that to see what happened when they come on-shift etc?
