Michael,

You can use a subsequent alert within the same check to accomplish
this...e.g,

If one time down, alert xx,
If 4 times down, alert yy and zz

Assuming a check every 2 minutes, this would approximate a 10 minute
delay before second alerts go out.

Not sure if this would be an enhancement or I just don't know how to do
it. 

My boss has asked me if I can have the software alert the primary and if
they do not acknowledge the page/email within a set period of time it
then notifies a second group of people.  We are currently doing this
with our AS/400 paging system and they really like it.  So far it is one
fo the few things I have not been able to replicate with SA.
