Try telnet pop.gmail.com 995 and see if you get connected. All you will see is a black screen with a blinking cursor. If you get connection timed out then you are having a dns problem resolving pop.gmail.com

I have moved it to 45 seconds and I am still getting the same error.  It
has to be something with my configuration, but it seems straight forward
enough, maybe I am missing something obvious?

I perform the same check with no errors. Perhaps changing your timeout to 30 seconds would help.
