Actually, I was thinking that a bandwidth-limiter on a per-machine basis might work very well for some of the small business networks that I support on the side. 
Those folks can't afford to fork out $5000+ for a "real" router so there's no limiting capabilities right now.

Seriously, though - bandwidth limiting is best handled at the router/switch level because of centralization of administration.  A software based solution would be unwieldy at best, due it's distribution among machines in the enterprise.  Smaller networks might benefit, however.
