I'm still thinking about both options, and way to differ
via the "extra info" field or a checkbox alike option.

I think as well, that the check needs to remain DOWN, as
that is used for other things, It's just the alerts part that needs two
different kinds of down.
Maybe it could be just an extention of the logic behind the
"send alerts when xyz". If it was guaranteed that a soft (?) DOWN ALWAYS had
unique language in the extra info in addition to the language from the hard (?)
DOWN, we could use that. But, it would be nicer to be a check box.
