I haven't used them, but I have seen them in use - there are PDUs (Power Distribution Units - intelligent power strips, basically) that have a telnet and/or an http interface for the individual outlets. Issue the appropriate command, and the power goes out to the outlet for approximately 10 seconds.
Scripting that would most likely involve scripting telnet.
