The "value" won't help for a timeout.
 
It only helps in a case were the server sends within the header of the page a lenght and effectivly sends less ...

Not quite. I check our internet connection with a URL check on the Google home page. The check sometimes fails, and whilst idly looking at the latest change list I noticed the new reg entry and wondered if that would help. But I may be barking up completely the wrong tree...
