Is the startup settings section in SA pointing to the correct config
file?

You may have more than one on your system, from earlier tests etc.. ?

Yeah, I knew about that one... Since I am running XP Pro, the console is
all I can access (as far as I know) from the RDP client.

This is really weird and ties directly with my other query about "Checks
fail due to lack of resources locally"
