I think what Viktor meant is:

He used the BROWSE button to enter the command originally - shouldn't SA
have quotes the command automatically in that case?

  IF  you trying to execute command with spases in path alert does not
work i.e. c:\Program Files\Salive\test.bat If path does not contain
spaces
(c:\temp\test.bat) alert working fine.

Probably missing ["], I choose path by clicking browse button.
