The running of the script, can probably be done with the OBDC add-on, the 
stop/start of the apache service can be done IF it's runninng on Win32 (apache 
I mean).

Just a quickie... 
 
Can SA run an SQL script on Oracle and if a return value and if that value is 
below a threshold for a script to be ran that will stop and start apache on 
another server.
