IF you have an alternate SMTP defined and the fail-over enabled then it will go
to the alternate when the first gives a problem (unreachable via ping or any
other problem).
If you disable the ping (of the smtp server) then we will try to send via it and
that could fail too.

I understand[Believe me, I've had that same discussion myself with
others] but email alerts weren't working consistantly over 1.5 days
while the same server was reachable every 5 minutes via ping. 

I'm trying to understand what the difference is between the type of
check before an alert email and the monitoring checks. Would disabling
PING before sending emails make any difference?  Would it not fail over
to the alternate smtp server if I chose that option?

Assuming that the PING check and the mailhost are the same host.
It's not because something works fine at 5:40:44 and also at 5:49:51,
that it also works fine at 5:41:28

Question:  If the email server is up via the checks, why would the
alerting section say it's down when attempting to send an alert? 

Servers alive worked correctly after I rebooted the server and did
chkdsk/f to fix some disk errors.
