BDOS-formatted CF cards and hard disks shouldn't be too bad, since each record is just a floppy image. The existing samdisk.c code that's been around for a while should just need some offset tweaks for the most part. Depends if everyone's happy with a command-line version, or whether a GUI version is needed? Working with real cards/disks does need platform-specific code to get at the raw device though. I've already done the NT/W2K/XP and Linux versions for SimCoup�, and Win9x shouldn't be too difficult to add (I don't have it installed to try at the moment).
