This is fair enough. I was really referring to those titles which no-one was claiming the rights to, those that aren't currently available, or likely to be in the future. As I see it, no-one is trying to sell these and so no-one is really losing out by their being freely available. Obviously Persona stuff that may return to the market and has a known copyright holder would be left off.
