Here is a snip of a reply mail from Ian Spencer about MakeDisk, which my be
useful:

Thanks Dan I have also had a problem formating SAM disks since I packed
away
my SAM and just used SIMCOUPE. The MakeDisk utility for the Atari
worked just fine on a Pentium III 1Ghz. I tried in in a DOS box but was
warned it
might not work and it didn't but starting the machine in DOS mode solved
the
problems .

I created an image and then wrote it to a DD disk using
the WRITE command with formating and it works just as it should allowing
.DSK images to be copied onto it and read back and so I'm pretty sure the
diskette would also work in a 'real Sam'.

If you have a W95/98/2K box then the best package to use for writing
DSK/SAD images is Edwin's Disk
Manager.

The only thing you will need to do is make sure the discs are Sam formatted
before you write to them (see above)

You can grab it from
