Not so - Andy Wright has given permission for the ROMs to be freely distributed with the emulator. I've also got a bunch of older ROMs (from Andy Wright via Simon Goodwin), and have permission to make those publically available. They're really just for historic interest/value, as the early ROMs are meant to be quite buggy.
