ARM as a comany does not actually sell ARM devices. If you want to use one of our designs you should talk to one of our hardware partners. (pretty much all the Major Silicon players has ARM licences). What sort of device are you after? There are quite a few off-the-shelf packages out there from low end ARM7 based embedded micro-controllers right up to full PDA on a chip jobs.
