Well - probably not SamCo's fault (I'll bet CodeMasters told them the
same thing) and it's just about possible that it was true. 

The full price of launching a game are quite a bit more than just the
development costs, so even if CodeMasters had completed a port of
Treasure Island Dizzy (forexample, as was widely rumoured at the time
and I think a Sam version would be quite plausible from a technical
point of view) they may have had a look at Sam hardware sales, and
decided it wouldn't be worth their while to go ahead with the QA,
publishing, duplication, distribution, marketing and other expensive
activities that go along with publishing a high-profile software title.
