IIRC there's also a big brass one that goes all the way through to the black
bottom of the PSU - try giving that a tighten too. (That's what always
caused it for me).

Should not pose a problem for safety as generally the buzzing is caused by
the transformer plates rattling due to Eddy Currents and just the mounting
nuts need a good tightening. What you can do is when it is switched off and
unplugged - you'll want to make sure it is unplugged as the live and neutral
wires are soldered right onto the transformer and are not insulated - is to
unscrew the four screws that hold the power supply case together, then take
the lid off. You'll see 4 nuts holding the transformer in place - try
tightening them up and see if that stops the buzzing.
