Did you read all the instructions in packaging/Debian/README, and in
particular point #0 regarding what packages you need to have installed
before you start to build?

Also, the packaging/Debian/ directory in Samba 2.2.8a is broken and
won't work because the Debian maintainers could not sync. its contents
with the Samba maintainers before the 2.2.8a release. Go to
people.debian.org/~peloy/samba and follow the instructions there to
get a packaging/Debian/ directory that works.
