run ifconfig and lookup for transmit errors. Make sure the NIC driver
is set to the correct duplex setting.

Hopefully my credibility has not been destroyed by what I am about to
say!
No changes have been made in either the Linux server or in my Windows
desktop (my main Windows development box) and now the copying of files
in both directions is running correctly (fast). Network configuration
has not been changed (Router and PDC).
I am quite happy with the result, but it do not like mysteries.
