Samba 3.0 has 'proper' support for this.  By default it uses utf8 for
the disk, and unicode ucs2 to/from the clients.  This works *much*
better than the 'dos codepage' system, which is how 2.2 works (and I'm
not sure what the unix side of that is meant to be in).
