I am try to setting up SAMBA 1.9.17p4. My windows cliant is Windows 2000.
Samba 2.0.7 and later is required for Windows 2000 and later. There is a protocol incompatability that may or may not show up.

You need SAMBA 2.0.6 or later for OpenVMS to support encrypted passwords.
I just want to access the directory (VAX) from windows2000.
Please let me know how to set up, smb.conf. Please give me some advice.
There is a SAMBA 2.2.x release. I do not know if it is available for VAX.

If you search the VMS conference on http://encompasserve.org for the SAMBA for OpenVMS FAQ, it should bring up a list of things for you to check. It has not been updated for the 2.2.x release to my knowledge.
