I've installed and setup a samba server 2.2.8 from binary's and following install instructions on a: OpenVMS V7.2-1 on node WINDE1
Verify you have the lastest kit.

ERROR: Samba cannot create a SAM SID.

My guess is that a directory may be missing where it wants to store the SID file.
Try increasing the error level for the SMBD process. As I remember things, this can be set by a logical name.
