Things get put in funky places, ie outside of your $PATH sometimes. At least it looks to me like it's your shell saying it can't find smbpasswd.
I don't know how RedHat 8.0 installs samba. They do tend to break it up into pieces and you may not have the rpm installed that contains smbpasswd.
