Gee, I had that same problem when Tiger was first released, only the server was a Windows NT 4 server. Didn't bother the Windows 2000 servers on the network, nor the two linux Samba servers I had, only the one and only NT 4 server I had left. When the number of waiting connections reached 250, the server would stop answering requests for new connections. With just one Tiger machine on the network, this would happen about once a day. With more, it'd happen faster.
The problem seemed to have something to do with browsing, if I kept the Tiger machines and the NT 4 machine on separate subnets, the server would be fine.
