I once had the same problem and it turned out to an nic problem. I had a similar odd situation on RedHat at one point (old stuff, probably 9.x) where for some reason, the upon connecting to the machine, it would try to contact a former IP address it had for a really long time, eventually time out, and then connect to the right address.
