Kevin, NetBIOS is IPv4 specific it cannot ever work over IPv6.
What you need is LLMNR (Link local multicast name resolution) or a DNS server. LLMNR is not currently supported by Samba. Although if it is supported by an external NSS module you could use it. I have a bug in re LLMNR support in Samba; bug 4545. I'd be interested to hear how you get on.
