I have not come up with any reason why it couldn't, nor have I heard a reason. I think a more accurate statement is that this has not been widely tested scenario for ctdb. It's had lots of testing and deployment in domain member and standalone setups.
I have a customer who has been using it in a test environment for quite a while as a PDC.
