Will/should the 'hosts allow' prevent visibility of the shares that don't apply to other networks?

Also by having all computers in all networks using 192.168.1.12 as the wins server, with those machines then become visible to everyone else? (something that I don't want) or can I control this?

I can set the scope/workgroup for each network using dhcp options, but would this then mean that they can't see myServer? Or can I make myServer appear on more than one workgroup/scope?
