There has been a porting error from the old to the new implementation of this "samba-tool" command.

Since I am the original author of this code I will try to figure out how to re-add the "domain" option.

and when I'm trying to raise the forest level the tools says that the domain functional level needs to be raised first.

What's the proper way of raising the functional level in recent git is ?
Looks like a regression, you should file a bug in https://bugzilla.samba.org.
