Seems to me like changing the OU which I'm trying to join would fix the issue,
but I can't find the switch to specify it (or the format).
I don't think this is related to the OU, it seems that you have already
an object in your forest that has the displayName SMB4TEST$, can you
check and maybe change the name of your new DC ?
