Todd, are you sure that testparm is looking at the same smb.conf file that you are looking at?
I believe the default configuration is to put smb.conf in the /usr/local/samba/lib/ path. That could be where testparm is looking and you could possibly be looking in a more common /etc/samba/ path. Good test, make an obvious change to your smb.conf, run testparm and review the results for your change. If you don't find it, that will confirm that you indeed have two (or more) copies of smb.conf on your system. The one you are editing and the one that testparm is looking at. My 2 cents.
