You're using an invalid IP address (it's a public one, and begins with a zero which may confuse things). I'd recommend you set the linux box to 10.0.0.1 and the Windows box to 10.0.0.2, both with a netmask of 255.0.0.0 and a broadcast of 10.255.255.255
With a bcast of 255.255.255.255 things get weird.
The 10.x.x.x network is reserved for private IP space.
