Haven't seen this. You could try
(a) runnign strace on one of the slow process to see if the smbd process is tied up with something else.
(b) look at network trace to see if the XP client is being slow or if there is some other traffic going on.
Although I will admit that the fact of sending the slow process a HUP signal restores normal performance is very strange.
