Dan, The file isn't in the Startup folder, it just sits there on the Desktop. There doesn't seem to be a problem with simply deleting the file, but I do not know if it really is doing something.

I've found the same thing, the desktop.ini file is in the startup folder in the programs menu, so opens up into notepad when you log in for the first time. Is this the same for you?
