Well, since an owner can always change files owned, that's going to be tough. Maybe if cron did a chown -R root to the directory every few minutes, it might achieve your goal

..and another thing if i set create mask = 0740 and force user = root
Beacause all users are mapped to root with force user = root.
why can another user still delete this file, although root is the owner with 740 mask
