You have to "demote" the NT4 PDC to a BDC (don't think that you can make it a generic member server). Short method (taken from http://support.microsoft.com/default.aspx?scid=kb;en-us;112549)
1. Stop the NetLogon service on the current PDC by typing Net Stop NetLogon.
2. Highlight the machine name of the original PDC and then on the Computer menu, select Demote To Server. This changes the role of the original PDC to BDC.
3. Restart the NetLogon server by typing Net Start NetLogon.
Googling shows that there is a third party utility which can make the BDC into a member server:
