However, it does not work. At least Windows always saves my NTUSER.DAT and some other files with exclusive read/write access for the current user, so others get a permission denied.

What would be an appropriate way of having the same (mandatory) profile for a group of users?

For a mandatory profile you should rename the NTUSER.DAT to NTUSER.MAN, then you can disable any write access for that group. This way it worked for me.
