It's solved, thx to Andreas Burger.

All folders in the profile get the dos flag readonly, when they are written back to the client from the server.

It seems WinXP SP1 and Win2k SP4 do not like this in the Cookies folder
and refuse to save cookies.

Workaround is a line in the logon script:

attrib -r +s "%userprofile%\Cookies"
