Yup that was my idea. Each subtree of Samba's registry can define it's own security descriptor access check. So assuming that the user meets the appropriate securirt checks, setting a valuename/data pair would set the 'parameter = value' option for that section (which matches the registru value's parent key). This is a good ways out right now.
