No matter what I do, I can not get Samba to simple ignore "file locking". Suggestions?

Since your share setup was not supplied, I will provide one of mine. I have never run into an issue, in a multi-OS client environment where a file gets "locked" on this share. Some times OS's like to get a lock on an executable it is running from the network. That would not be a good thing on this share. Nadda issue...

[netlogon]
   comment = Network Logon Service
   browseable = no
   path = /srv/shares/netlogon/%a
   locking = no
   guest ok = no
   read only = yes
