I recently encountered the same issue. Use "nmblookup -A xxxxxx" (from FreeBSD, xxxxxx being the PDC) or "nbtstat -n" (on NT PDC, or "nbtstat -a xxxxxx" from other system) to verify that there aren't any NETBIOS conflicts. For me a reboot of the PDC was the solution.
