Looks like you are missing some cups development packages.

Hi Jerry, Volker,
I downloaded cups source package from official homepage, than I have
updated autoconf package.
So I have this source package configuration installed:
- kernel 2.4.34 smp
- autoconf-2.61
- cups-1.2.11
- samba-3.0.25a
In this specific order I have compiled source packages and installed
them.
